Driving licence rules may change: separate colours for foreigners, tougher learner test

24 October 2026

The draft also proposes free online address changes and QR codes on licences.

The road transport ministry has proposed changes to the Central Motor Vehicles Rules that would bring separate licence colours for Indian and foreign nationals, with nationality printed on the card.

Under the draft, the pass mark for the learner's safe-driving test would rise from 60 per cent to 75 per cent, and the tutorial would last at least 30 minutes.

Name and address changes would move online with no fee, and applications pending for 30 days would be deemed approved. The machine-readable zone on licences would be replaced by a QR code, with optional fields for medical conditions, organ-donor status and emergency contacts.

The public has 30 days to send objections and suggestions on the draft, published in the Gazette on October 21.
